الملخص

يقدم البحث تحليلًا لبنود وتفاصيل عهد الإمام عليٍّ لمالك الأشتر، إذ جاء التركيز على مضامين السياسات العامة وسبل توظيفها لخدمة الدولة وحل المشاكل العالقة التي يعاني منها المجتمع أو تلك المتعلقة بالنهوض بالواقع العام للدولة، فالرسول محمَّد -صلَّى الله عليه وآله وسلَّم- قد وَضَعَ منهج حياة وأسسًا للتعامل وإدارة الدولة الإسلامية بأحسن ما يكون، وقد ثبَّتَ الركائز للتعامل ما بين الرئيس والمرؤوس بما يتناسب وشرع الله -عز وجل-، وعلى هذا الأساس جاء الإمام عليٌّ عند تولِّيه الخلافة بالاستمرار على نهج الرسول، وفي البحث أُشيرَ إلى أهمية السياسات العامة وسبل إنجاحها وطريقة تطبيقها. كذلك جرى بيان مضامين وأهداف الإمام عليٍّ في خلال عهده لوزيره مالك الأشتر بعد أن ولَّاه على مصر وأعطاه كل مفاتيح التعامل مع الرعية وكيفية إدارة الدولة، وقبل كل شيء أوصاه بصيانة وترويض النفس من المطامع وتهذيبها والحكم بالعدل بين الناس وأن السلطة لا تدوم وبأن يهتم بالفقراء، أيضًا جرى التركيز على أهمِّ مكامن القوة والضعف في إدارة الدولة وكيفية إنجاح عملها.

Abstract

The research presents a vision of the terms and details of the reign of Imam Ali to Malik Al-Ashtar, and the focus was on the contents of public policies and ways to employ them to serve the state and solve the outstanding problems that society suffers from or those related to the advancement of the general reality of the state. The pillars of the interaction between the superior and the subordinate have been established in a manner that is consistent with the law of God Almighty, and on this basis Imam Ali came upon his assumption of the caliphate to continue the approach of the Messenger, and in the subject of the research was indicated the importance of public policies and the means for their success and the method of implementation. The contents and objectives of Imam Ali were also explained during his reign to his minister, Malik Al-Ashtar, after he appointed him over Egypt and gave him all the keys to dealing with the subjects and how to run the state. Above all, he instructed him to protect and tame the soul from greed to discipline it and to rule with justice among people. And that power does not last and care for the poor. Also it focused on the most important strengths and weaknesses in the administration of the state and how to make its work successful.
