الملخص |
تناولت الدراسة موقف جامعة الدول العربية من عدة أزمات وحراكات شعبية في تونس ومصر وليبيا واليمن، كما حاولت الدراسة لإثبات فرضياتها بتباين وتذبذب موقف جامعة الدول العربية تجاه التغيرات السياسية العربية 2010-2012م، وأن جامعة الدول العربية تحتاج لمشاريع إصلاح تتماشى مع التغيرات السياسية المستجدة، حيث تم الإجابة على السؤال الرئيس بتسليط الضوء على موقف الجامعة تجاه الاحتجاجات في دول الربيع العربي في تونس ومصر وليبيا واليمن، موضحة موقف جامعة الدول العربية تجاه التغيرات السياسية العربية 2010-2012م. لقد اعتمدت الدراسة على عدة مناهج: المنهج الوصفي ومنهج تحليل النظم في تحليل كافة المواقف التي اتخذتها جامعة الدول العربية تجاه الحراكات الشعبية في عدة بلدان عربية. وكشفت الدراسة عن وجود حالة من الضعف العربي، بسبب تغليب المصلحة القطرية على القومية العربية، وضعف أداء جامعة الدول العربية في مختلف القضايا والأزمات العربية –العربية، وتراجع العمل العربي المشترك تراجعاً واضحاً في مختلف القضايا والمجالات. كما أوصت الدراسة بضرورة اعتماد خطة إصلاح شاملة لجامعة الدول العربية لتلاءم التغيرات السياسية العربية الراهنة. |
Abstract |
The study dealt with the attitude of the League of Arab States regarding several crises and popular movements in Tunisia, Egypt, Libya and Yemen. The study also tried to prove its hypotheses with the variation and change of the attitude of the Arab League towards Arab political changes 2010-2012. The study explained that the League of Arab States needs to reform projects in line with the new political changes, where the main question was answered by shedding the light on the League’s attitude towards the protests in the Arab spring countries in Tunisia, Egypt, Libya and Yemen, explaining the attitude of the Arab League towards Arab political changes 2010-2012. The study relied on several approaches: the descriptive approach and the systems analysis approach in analyzing all the attitudes taken by the Arab League towards the popular movements in several Arab countries. The study revealed the Arab weakness due to the priority of the Qatari interest over the Arab nationalism, the weak performance of the League in various Arab-Arab issues and crises, and the clear decline of joint Arab work in various issues and fields. The study also recommended the need for an overall reform plan for the League to suit the current Arab political changes. |
