الملخص

هدفت هذه الدراسة إلى التعرف على دور استخدام تكنولوجيا المعلومات والاتصال في تسيير العمل الجامعي في ظل تفشي جائحة كورونا، كذلك الى التعرف على أدوات تكنولوجيا المعلومات والاتصال الممكن استخدامها في الجامعات ومجالات تطبيقاتها في تسيير العمل في الجامعات. تم استخدام المنهج الوصفي التحليلي للقيام بهذه الدراسة النظرية وتم الاعتماد على المصادر الثانوية في جمع المعلومات. وتم التوصل إلى مجموعة من النتائج أهمها أنَّ لتكنولوجيا المعلومات والاتصال دور مهم في تسيير العمل الجامعي، حيث يتم من خلالها تقييم الأنشطة المختلفة التي تتم في الجامعة سواء الأنشطة الإدارية او المالية او تلك الأنشطة الخاصة بالعملية التعليمية، فمن خلال نظم إدارة الموارد البشرية يمكن التحقق بسهولة من التزام الموظفين من الحضور والانصراف وفقا للساعات الرسمية من خلال نظام البصمة الإلكترونية او برمجيات التسجيل الإلكترونية، وأيضا من خلال برمجيات تكنولوجيا المعلومات والاتصال يمكن متابعة سير تنفيذ الأنشطة الحالية ومعرفة الأنشطة المتعثرة. وفيما يتعلق بالأنشطة المالية، فتستطيع الأنظمة المالية من تقييم الوضع المالي للجامعة وايضاح كافة الإيرادات والمصروفات بسهولة ويسر، إضافة الى إمكانية اعداد الميزانية العمومية والموازنات المختلفة التي تحتاجها الجامعة ومقارنتها بفترات زمنية سابقة. كما توفر طرق الدفع الإلكترونية المزيد من الشفافية والمصداقية في تحصيل الإيرادات. أما بالنسبة للأنشطة الخاصة بالعملية التعليمية فيمكن الاستفادة من تكنولوجيا المعلومات والاتصال في عملية تقييم مستوى الطلبة من خلال تنفيذ الطلبة الامتحانات بشكل الكتروني باستخدام أجهزة الحاسب الآلي وعبر تطبيقات يسهل من خلالها الإجابة على الامتحان والحصول على النتيجة بعد الانتهاء مباشرة. وخرجت الدراسة بتوصية تتعلق بضرورة الاعتماد على استخدام تكنولوجيا المعلومات والاتصال لما لها من دور كبير في تسيير العمل الجامعي سواء في ظل جائحة كورونا أو في الوضع الطبيعي.

Abstract

The purpose of the study was to identify the role of the use of information and communication technology ICT in the conduct of university work during the Corona pandemic, as well as to identify the tools of the ICT that can be used in universities and their application areas in the conduct of work in universities. The descriptive analytical method was used to carry out this theoretical study and secondary sources were used to gather information. It was concluded that ICT has an important role in the conduct of university work, through which to evaluating the various activities that take place at the university, whether administrative, financial activities or those related to the educational process. Through human resources management systems, the presence and departure of staff can be verified through the electronic footprint system. Also, through information and communication technology software, it is possible to follow the progress of the implementation of current activities and to know the faltering activities. With regard to financial activities, the financial systems can assess the financial position of the university, and clarify all revenues and expenses easily. In addition to the possibility of preparing the balance sheet and the various budgets needed by the university and comparing them with previous periods of time. Electronic payment methods also provide more transparency and credibility in revenue collection. As for the activities related to the educational process, ICT can be used in the process of assessing the students’ level through the students’ implementation of exams electronically using computers and through applications through which it is easy to answer the exam and obtain the result immediately after completion. The study concluded with a recommendation related to the need to rely on the use of information and communication technology because of its great role in the conduct of university work, both in the Corona pandemic and in normal conditions.
