الملخص

تناولت الدراسة قدرة جامعة الدول العربية في حل نزاعات عربية -عربية، حيث تم تسليط الضوء على النزاع الحدودي بين الجزائر والمغرب، والنزاع الحدودي بين العراق والكويت وتناولت مواطن النجاح والفشل، كما حاولت الدراسة لإثبات فرضياتها بأن موقف جامعة الدول العربية يتسم بالضعف تجاه النزاعات العربية-العربية. لقد اعتمدت الدراسة على عدة مناهج: المنهج التاريخي والمنهج الوصفي ومنهج تحليل النظم في تحليل كافة المواقف التي اتخذتها جامعة الدول العربية تجاه النزاعات العربية. وتوصلت الدراسة إلى مجموعة من النتائج، أبرزها: أن دور الجامعة في هذا الشأن سيظل محدودا وهامشيا على العموم، وهو أمر يجعل من اللازم على الجامعة أن تعيد النظر في نظامها ومواثيقها كليا، حيث برز ضعف أداء وقدرة جامعة الدول العربية في حل بعض الأزمات العربية –العربية، وأن التدخلات الخارجية تكبح جماح عمل الجامعة ببعض النزاعات. أوصت الدراسة بمجموعة من التوصيات، أبرزها: ضرورة إصلاح جامعة الدول العربية، وأن يتسع مستوى الحريات ومجال المشاركة السياسية في الدول الأعضاء، وألَا تدع مجالاً لتدخل القوى الخارجية في أزماتها العربية.

Abstract

The study aimed to shed light on the attitudes of the League of Arab States towards the conflict between Algeria and Morocco and the conflict between Iraq and Kuwait. The main question was answered by shedding the light on the ability of the League to resolve Arab-Arab conflicts during the years 1964-1990 . The study relied on several methods: the historical approach, the descriptive approach , the legal approach , and the systems analysis approach in analyzing all the attitudes taken by the League towards Arab conflicts. The most important results are : the role of the League in this regard will remain limited and marginal in general which makes it's necessary for the League to reconsider its system and charters completely , the weakness of the performance and the ability of the League have appeared in resolving some Arab-Arab crises and that foreign interventions restrain the work of the League in some conflicts. The most important recommendations are : the necessity of reforming the League and expanding the level of freedoms and political participation in the member states and not making the foreign powers intervene in the League's Arab crises.
